Case Study: US v. Gregory Stephen, Director and Co-Founder of the Iowa Barnstormers Youth Basketball Organization

Special Agent Ryan Kedley

In May of 2019, Former Co-Founder and Director of the Iowa Barnstormers Youth AAU Basketball Organization, Gregory Stephen of Monticello, was sentenced in Federal Court to 180 years in prison after having pleaded guilty in October 2018 in U.S. District Court to five counts of sexual exploitation of a child and one count each of possession of child pornography and transportation of child pornography. During the course of the investigation into Stephen’s activities, it was determined Stephen had amassed a collection of illicit images of over 400 youth males. It was also determined Stephen had molested a number of Iowa Barnstormer players while under his supervision over a span of nearly 20 years. 

Special Agent Ryan Kedley is a thirteen-year veteran of the Iowa Division of Criminal Investigation. Since the fall of 2014, Special Agent Kedley has been assigned specifically to the Stockton Office of the Major Crime Unit within the Iowa DCI, acting as the lead agent and assisting agent in major felony-level investigations to include but not limited to Homicide investigations, suspicious death investigations, sexual assault investigations, Officer-Involved Shooting investigations, Felonious Misconduct by Public Official investigation, as well as large-scale child exploitation investigations, etc.

Kellie received her B.A. from Cornell College in 1997, majoring in political science and J.D. from Drake University Law School in 2000, with a focus on corporate/business law.  She was admitted to practice law in September 2000.

Kellie began working in the legislature as a legislative intern in 1999.  Upon graduation, she spent five (5) years working inside the Capitol as a research analyst for the Iowa House Republican Caucus staff.  Kellie was responsible for legal research and analysis of legislation for several areas including Judiciary, Public Safety, Justice System Appropriations, and Judicial Branch budget.

In 2005, Kellie joined the Iowa Association of Business and Industry as Vice President, Government Relations.  In this role, she served as a primary lobbyist for the association on all matters related to business, environmental, and labor law.  Kellie joined the law firm of Skinner, Nielsen, & McCollom, PLC in 2008.

In 2010, Troy and Kellie formed the firm Skinner & Paschke, PLLC.  During the legislative session they work full-time at the Statehouse, and in the interim they continue this service by providing regulatory and policy development assistance.  Troy and Kellie also maintain an active law practice which includes a focus on personal injury, workers’ compensation, employment law, and real estate matters.

NCRA Director Jason Meadors will talk to us about current events at NCRA.  Then he will take us on a trip to learn about his extensive international work as a court reporter.  We will hear entertaining stories from his time working internationally, and he will share challenges he encountered along the way.  He will share his wealth of experience in court reporting and talk to us about overcoming any roadblocks we may face as court reporters.

Jason graduated from Mile High College for Court Reporting in 1980.  Since that time, he has extensive experience in court reporting, working as a freelance reporter, official reporter, and closed captioner.  He is currently the agency principal at Meaders Court Reporting in Fort Collins, Colorado.  Jason has reported in 22 U.S. States/territories and 12 different countries.  Jason has served in various positions within many court reporting organizations, including the Colorado Court Reporters Association and National Court Reporters Association and is currently serving as an NCRA Director.

DMACC Update – Navigating Court Reporter Education During COVID

Sarah Bowers, CSR

Sarah is a Realtime Court Reporting instructor at Des Moines Area Community College.  Previous to teaching, she served as an official reporter with Fifth Judicial District for 12 years, working in Juvenile Court and District Court.  She was also a freelance reporter with Susan Frye.  Sarah is also a Certified Life Coach, earning her certification with The Life Coach School, located in Allen, Texas, in 2019.
